From Whitehall to Townhall
Preparing for devolution to England’s city regions
Devolution is a generational opportunity, and the UK has entered into a new era.
This is not the first time there has been an attempt to shift power from Whitehall, but it is the first time there has been enough commitment from central government and the right level of ambition from local government.
To date, eight devolution deals have been agreed across England, with another 20 in the pipeline. Recent Oxford Economics research shows that using devolution to unleash the potential of the original eight core cities could generate an additional £222b of GDP and 1.2 million jobs. If managed well, the devolution of governance and the associated fiscal powers to local government could stimulate economic growth and job creation, improve public services, and revitalise local democracy.
Our report, From Whitehall to Townhall: Preparing for devolution to England’s city regions looks at the progress of devolution deals across England, and outlines the factors which have enabled certain cities to agree theirs.
